Swine flu

EU commissioner advise us not to travel to the States. I feel shock when I heard this sentence. I cannot understand why EU bureaocrats say that when they have inside Spain the first swine flu case and is not gonna be the only one. Is EU next step to restrict to travel to Spain? If that's the case, something is missing and we don´t know what it is.
